CHINA POWER COMPLETE EQUIPMENT CO., LTD.(CPCEC)
CPCEC is shaping a new energy ecosystem to support China's New Development Concepts and "30·60" decarbonization goal and SPIC's "2035 First-class Strategy." To fulfill its mission, it is harnessing the power of innovation, incubation, digital and intelligent development, and e-commerce. Through its ongoing digital and e-commerce transformation, it is becoming a leading platform enterprise with a focus on learning, providing intelligent and professional supply chain solutions.
CPCEC is a wholly-owned subsidiary of State Power Investment Group Corporation (SPIC). It was incorporated in 1972 as the Complete Equipment Co., Ltd. of the Ministry of Water Resources and Electric Power. With the reform of China's electric power system, it has been subordinated to the Ministry of Water Resources and Electricity, the Ministry of Energy, the Ministry of Electric Power, the State Power Corporation, the China Power Investment Corporation, and SPIC. Today's CPCEC has a registered capital of RMB233 million and a workforce of 600, of whom 75% hold bachelor's degree and above, 60% have intermediate qualifications and above.

CPCEC pioneered power bidding procurement, complete equipment, engineering consultancy, and equipment supervision services in China. It has also been the industry leader with more than 20 records in the said businesses. Always at the forefront of power technology, it has been chairing or co-chairing more than a dozen academic and technical societies. As a leading brand in the bidding community, it has often taken home such awards as a National Unit of Culture and a National Exemplary Unit of Culture and Integrity.
With deep insight into the digital development trend, CPCEC has created a supply chain management platform offering five core services: bidding agency, Power E-Procurement, general contract distribution, county development, and technology linkage. The Platform has seventeen subsystems in eight categories: a bidding system, an Power E-Procurement platform, a PV e-chain for county development, and a technology linkage mechanism entitled TechLink, among others. As the basic digital architecture, these subsystems have enabled the Platform to make its businesses automatic, collaborative, intelligent, and ecological. With these subsystems, the Platform has pivoted to gain a competitive edge, focusing on developing the new energy e-commerce platform while growing the technology linkage and county markets. At the heart of this new strategy is a "new energy ecosystem," a low-carbon energy-based approach to empower the green development of counties. In Lankao County of Henan Province, the Platform developed a replicable business model to install, operate and manage household distributed PV stations through the "PV E-CHAIN": a whole-life cycle platform offering one-stop supply chain management services. As we advance, this replicable business model will contribute to the rural energy revolu- tion and revitalization in this county and beyond.
Moving forward, CPCEC will continue to trailblaze. With the Digital China initiative and the green revolution, it is moving full steam ahead toward its goal: a first-class platform enterprise of supply chain management services. Along this journey, CPCEC is improving its core procurement competitiveness and ability to create value and working on digital transformation and e-commerce to make its supply chain more central- ized,standardized, digitalized,and intelligent.
